How to contact to NewYork visa office regarding PR application

My medical exam is going to expire. I want to contact with NewYork VISA office as my application is there. I called CIC call center. They are saying that as the application is out of Canada so they can't answer anything about my application and I need to contact with corresponding VISA office. They gave me contact information. I called top NewYork. But they are saying they are not receiving any call regarding PR application. So what do to? How can I contact with them?

If i check online for the status of my application, I can see the following....

We received your application for permanent residence on May 14, 2009.

We reviewed your application and sent you a letter on July 15, 2009. Please consider delays in mail delivery before contacting us.

Your application and supporting documents were received by the New York office. They are pending review.

We transferred your application to the New York office on July 21, 2009. The New York office may contact you.

We transferred your application to the New York office on April 27, 2010. The New York office may contact you.

Your application was reviewed and we started processing on June 8, 2010.


so its saying they transferred my application to NewYork once in July 21, 2009 and again April 27, 2010. I am confused.
Can anyone answer?

There were two New York offices: Buffalo and NYC. Now there is only one.

This is exactly the same thing that happened to my application - Sydney to Buffalo to NYC.

At this point, your application is now more than three years old, which is beyond normal processing time (currently posted as 30 months for NYC). Making a case specific enquiry is quite reasonable, although of the three times I submitted anything to NYC via the web they lost two of the inquiries.

You don't mention when you did your medicals, but the VO does have the option to extend the medicals up to 12 months (http://www.cic.gc.ca/english/resources/manuals/bulletins/2012/ob423.asp) but it is at the VO's discretion.

I'd also suggest ordering your case notes, because that may provide you with additional insight into your case. See: http://www.cic.gc.ca/english/department/atip/requests-personal.asp - if you are inside Canada yourself it is a "privacy act" request and there is no fee. If you are not inside Canada, someone inside Canada must request them on your behalf and with your written release and this is an "access to information" request and there is a $5 fee. If you don't know anyone, I have worked with www.caips.ca successfully in the past and the woman who runs it does a good job.

Finally, at some point (perhaps another 6 months) if there's been no further progress that you contact an attorney familiar with Federal Court practice, because you would be in a good position to file for Mandamus. There is a good post discussing this here: http://www.canadavisa.com/canada-immigration-discussion-board/use-of-mandamus-t35955.0.html - CIC is represented by Justice Canada and my personal experience is that once you go to court the processing of things "speeds up".

In my case NYC refused my FSW application (filed about a month after your application in fact: June 2009) at the end of last year and I took them to court in January of this year. Last week we settled the lawsuit because they granted me PR in my second application - and the processing time of the second application has been cut by almost nine months over the posted time (just over 3 months to completion rather than 12 months, the posted time.) The fact they were likely to lose the JR application (leave had been granted) likely had something to do with it.
