how to check eligibilty from T1 AND t4 letter social assistance

Please anyone can help me my wife had social assistance due to job less last time she got the check in FEB 2013, now we are planing to submit our application for the immigration outland and she is living in canada so any one can advice me what we have to do to make sure the eligibility for the sponsorship thanks

Your post implies that she received "welfare". But just to clarify, was the assistance received actually "welfare", or rather "EI" (employment insurance)?

If she was getting employment insurance, there is no problem. If it was welfare, then she can only sponsor you once she is no longer on welfare. But if she got her last cheque in February, she should be OK to sponsor you now. It would be best if she had a job or some other source of income. Also include a plan in your application about how the two of you will support yourselves once you are a PR. She does not need a job to sponsor you, but applications can be rejected if the visa officer believes you two will not be able to support yourselves. Since the sponsor was on some kind of income support in the past, having a plan for your support will help.

by the way yes she was taking social assistance some called welfare benefits it was not the EI because they refer her to them. thanks for everyone who put your time and effort to help me here yes she is looking for a job and also like i had done MBA from UK i have experience more then 8 years which i can prove also i have some professional certification from UK like Prince2 and ITIL both foundation course related to the project management level so what you guys would advice me to make strong application which i can add or if we show them some savings so it will be considerable or not

Write a plan for your lives together in Canada after you get your PR. Say where you will live, what jobs you will have or hope to get, etc. If family members will support you at first while you look for work - for example, maybe her parents will let you stay at their place rent-free for a while - get them to write an affidavit or letter stating what support they will provide. Include proof of all your savings and investments. If you have a house or car that you plan to sell when you come to Canada, provide proof of that. Provide proof of your education and job experience, and show how it will help you get a job in Canada.
If the plan seems reasonable, the visa officer will be much less concerned about the sponsor's welfare history. Once the sponsor gets a job, she should send proof of this to the visa office to be added to your file (supposing she gets a job after you send the application in.)
