Your frustration is justified, but please note that there are many who are in the same boat. Currently AORs are being sent to December applicants, it is only a matter of time, you will have yours. With the recent announcement by OINP with regard to temporary pause on fresh PTs till November 2016 has left many potential applicants dejected. But your case is different, you are almost midway and there are many who regret that they should have accepted the PT (even after receiving it twice) but rather they decided to wait for the score to come down (which never did). Again, if you want to start fresh, it will put you behind hundreds of applicants entering the pool on a daily basis. However, if you still want to go ahead and withdraw your application, I have detailed the process below.
Applicants can request a withdrawal of their application at any stage. The request will be considered and you will be notified when a decision is made. Application withdrawal requests must be submitted in writing by mail to the address below; include in your request your full name, date of birth, and Ontario Immigrant Nominee Program (OINP) file number (if applicable).

Alternatively, you can also email OINP at ontarionominee@ontario.ca and expressentry@ontario.ca citing a valid and convincing reason for withdrawing your application. This is important, because the refund solely depends on the discretion of OINP, they may or may not refund CAD 1500. Though OINP cleary states that they will not refund the application fees, but I know at least few cases on the forum where they have returned the application fees.
If I were to be in your shoes, I would base my decision on the following alternatives
- Option 1 - You request to withdraw your application, OINP accepts your request to withdraw but does not refund the application fees.
- Option 2 - You request to withdraw your application, OINP accepts your request to withdraw and refunds the application fees.
- Option 3 - You do not request application withdrawal, OINP processes your application (taking their own sweet time) and they grant you nomination.
- Option 4 - You do not request application withdrawal, OINP processes your application (taking their own sweet time) and rejects your application.
GAIN - Option 2 (Refund) & Option 3 (Nomination)
LOSS - Option 1 (Loss of Money) & Option 4 (Loss of Money & Nomination)
Would leave the decision to you. All the best!
