How to brings parents to Canada in case of facing lot of Hardship etc

Hello all gurus,

Please guide me regarding my parents.
Actually they are very old ,one is 73 and 2nd is 63 old. They are from pakistan. We are non Muslim community. Speciallu My dad health condition is not good. He has already got heart bypass , kidney surgery 10 years ago. He is blood sugar and blood pressure patient too since 20 years.

They got visit visa in 2017 but he could not travel to Canada for visit and getting expired in Nov 2022.

My family is canadian citizen and but I have not yearly enough income to sponsor via family sponsorship program or super visa.

My father is on govt pension in Pakistan too. Now a days we are in the paksitan to take care them for temporary ( 2 to 3 month).

They have lot of hardships in paksitan to handle their life. They could not hire maid because of hindu and security reason in Pakistan etc. They can not buy groceries because they are very old. Even if any emergency there like medical etc they can not handle it there alone.

My Canadian daughter is mentally disable so she is good and happy & growing well in canadian school. I can not take my family to Pakistan permanently to take care my parents.I donot have option to take my parent to Canada for permanent resident. Now a days covid situation is so risky for my parents too. Sometime flights are banned from Canada or Pakistan etc. I m really frusted and stress where should I go? How to handle such situation. Is there any way out to brings my parents in canada permanently.

If yes please guide me how to get them in canada with good chances.

How is your mother’s health? She is relatively young at 63. It sounds like your father has been able to access healthcare in Pakistan. Do you have siblings? Are they in Pakistan? What about other family members in Pakistan? Are you or your spouse working? Are you receiving welfare? I’m not quite sure I understand why hiring help is not possible for security reasons. Having domestic help (and often multiple people helping in your home) is very common in Pakistan. What have they been doing for help if they are unable to do basics like shopping for food?

The option they can try is attempting to get PR through filing an H&C application. They would need to be in Canada to file the application but the approval is not guaranteed so they need to know there is a decent chance they will need to return back to Pakistan. By filing for H&C they will indicate that they want to remain in Canada permanently which could cause problems if they are denied and want to apply for another TRV to visit Canada again in the future. If they attempted to get PR but were denied there is often a reluctance to approve TRVs because there will be concerns that they will not leave Canada. The other big issue is that while waiting for their H&C results they will not have health coverage so they will need to pay for routine care out medications after the first 90 days out of pocket. They should purchase emergency travel insurance even if it is expensive since it will cover medical emergencies as long as it is not related to preexisting conditions that have not been stable recently. You would need to look at the terms of each policy to see what would be covered in case of a medical emergency. In general insurance companies tend to try and identify any reason to refuse a claim. Not having healthcare coverage for 6-12+ months could be very expensive depending on your father’s current healthcare needs. If they get denied and you want to reapply for H&C or apply for reconsideration it could be much longer without healthcare coverage. If you are not in a financial position to sponsor your parents I assume you may not have the funds to pay for medications, for doctor’s appointments, for any medical emergencies as well as the premiums for their emergency healthcare coverage. Depending on your financial situation and the finances of your parents there may also be concerns about how they will support themselves in Canada. As we age there are increased expenses and many things are not covered so their ability to be able to meet their health related expenses and general cost of living will be part of their H&C application. That is a short summary but with more information about their current situation people can provide some more information.

Actually she is house wife since marraige and she is also uneducated lady too. In Pakistan mostly old people get worst health condition in early age due to life style as compared to developed countries. Most of sibling are residing out of Pakistan as permanent resident or citizens. One was killed by religious people ten years ago. our one elder sister who is married living in different city but she can not help my dad and mom due to her inlaw circumstances and culture.

Here in pakistan most of people think to take care parent is responsibility of sons not daughter and other relatives. Even my mom and dad siblings are living in different cities of Pakistan but they donot want to help too because they think this is sons job.

Your options are to wait until you make enough income to sponsor them through the parent / grandparent sponsorship program. Or to have them apply through H&C. To submit an H&C application, they must both be in Canada.

Since you are not an only child and have a sibling living in Pakistan, the chances of an H&C application being successful will be on the low side. This is a risk you need to consider. I donot think my parent ll pass their medical even if i wait for increasing our income to get qualify for super visa or parent immigration visa.

Newzeeland brother had applied visitor visa for NZ with medical exams for mom n dad but mom only passed examination and dad could not. So I think it is meaning less to wait for their sponsorship.

There is only way is H n C. I have still confused for some queries.

1) Will H n C be affected if my dad could not pass medical ? If no then should I mention such medical conditions during H n C application?

2) will H n C application be affected if siblings of my mom n dad reside in Pakistan?

3) Will H n C application be affected if only one daughter ( married living with her inlaw in joint family ) is living in different city of Pakistan?

1) It could be. If you have concerns that your father will not pass the medical then you should include this as one of your H&C arguments.
2) Yes, it may be. This generally weakens the H&C argument since your parents have immediate family in Pakistan.
3) Same answer as above.
4) IRCC will sometimes cancel valid visas and sometimes they don't. If your parents visa is only valid until Nov 2022 then the visa will most likely expire before they know the results of the H&C application.

Your mother having weight gain is something she can likely control but some osteoarthritis and some potential fluctuations in blood pressure would not be something that should prevent her from completing daily tasks for living. Agree that the fact that they have family in Pakistan is a big drawback for their application. Having a son be responsible for parents won’t be given too much weight if a daughter is living in Pakistan. Given that your mother and father have each other and aren’t alone is also something that will be considered. A widowed parent usually has a greater chance of approval although far from guaranteed. LICO amounts are not very high so if you don’t meet LICO including your parents there will likely be concerns about how you will support your parents without government help if they get H&C. Many things are not covered in Canada for those with medical issues or as you age. If you are working will you be quitting your job to care for your parents? How will they go to any appointments if you are working full-time? If your father is in such bad health how will he afford to seek care in Canada for potentially over a year if not longer before he gets an answer about H&C? What kind of hea,th issues does he suffer from? Things like dialysis would be tens of thousands of dollars per month. What if they get denied? That would either mean they would need to reapply or go home. If arriving in Canada and applying for H&C guaranteed PR many parents would do so. Would encourage both your family and your brothers family to try to increase their income to try and meet LICO.

The best option is to hire someone to help them out, In most developing countries some extended family will be happy to help out when you pay them a monthly salary! 1000 Pakistan rupees = 8 CAD, I think you will manage to make them at least have a good care over there before you reach the sponsorship goal
