How to best approach PNP to win their nominations?

This post is for my brother who wants to move to Canada. Now age 39.
He has a bachelor's degree in Electrical/Telecom engineering and worked in the telecom industry as a manager(Snr manager) from 2006 till mid of 2020.
He has not worked since then. After leaving his job, which wasn't his choice as his employing company decided to wrap up the business, he has done primarily real estate and day trading. He also ran a car business where he rented 5-6 cars to Uber drivers. He is financially in good shape.


He wishes to go back to work in his primary career in Canada. and contribute to the industry he earned his degree and has professional experience.

What would be the best option for him? I noticed that he might not earn enough points through the federal express program for a skilled worker. What will provincial program be ideal for him? He has tried to reach out to various employers in Canada but it is tough to get any answer from any employer. Getting an offer letter will be even more difficult.

I need your help in
1) How may he find employers who are eligible to hire foreign workers and can interview him? What are some of the best sites, and other means to approach them?
2) What states/provinces can nominate skilled workers without an offer of employment?

CRS score is not the eligiblity score. He needs at least 67 points to be eligible on the points grid (not CRS). He loses a lot of points with age and needs CLB 7 in all areas to be eligible to. Assume you live in Canada.

I think the EOI score is slightly lower now; In January 31st, the minimum EOI score was 53 to qualify under the Employer Job Offer: Foreign Worker Stream was just 53.

This is really confusing. I dont know what EOI score is.
I did however run his numbers on 100 score test and he can get around 72-74.

None of my family live in canada,
I live in USA and am a citizen (since 2005)

SOrry what are you talking about - OINP? I am referring to the minimum eligibility score needed for Express Entry which is 67.

If your brother is not eligible for Express Entry right away, he could consider enrolling to any 2-year program in a certified college in Canada, like Algonquin College in Ottawa, for example. He would get a study and part-time open work permits (and his spouse, a full time open work permit).

Then, once in Canada, it's a lot easier to get a job offer from a company. He can either finish the college (and get a Post-Graduation Work Permit which would allow him to work for 3 years in Canada), or he could just quit it if he gets a (for example) LMIA based closed work permit from an employer (valid for 2 years, easily renewable).

Then since he has a post-secondary degree, and after having some work experience in Canada in a skilled job, and considering he speaks english well enough, he should have enough CRS points to get a PR. Or, at the very least, renew his work permit for another 2 years.

Great. I doubt he would go for the school route. I have tried to convince him for a while to help him move to the US but he didn't budge. He is financially in decent shape, but given the economy, I am worried things will go downhill very fast.

I ran his numbers using the link https://www.canada.ca/en/immigration-refugees-citizenship/services/immigrate-canada/express-entry/eligibility/federal-skilled-workers/six-selection-factors-federal-skilled-workers.html. and I think he should be able to get close to or over 70 points. He should qualify to apply using the express entry route.

I also ran his numbers for Quebec immigration, where he along with his family do not meet the min 59 points. If he attends a french language program, he might be able to cross the line.

Here is what I think he stands
1) Can apply to express entry program
2) More than likely will apply without a Canada employment offer letter in hand
3) Does not intend to enroll in school
4) May consider joining a french language course to gain a few more points to meet the Quebec immigration program
5) CSR score of 357 to 382 (depending on how (he and his spouse) perform in a language test.

If eligible he can submit a profile. How does he have 70 points at his age? Does he have a PHd? If only a bachelors, he may not even be eligible. So you need to explain how you get 70. He needs a B2 - Intermediate Advanced French - to gain points. To do so he must dedicate himself to the French language. Estimate a year if he is willing to commit to it. It is not just learning beginnner French. Current score will not get him an ITA. He needs another 100 points to at least 480. With such a low score then PNP is not an option. He needs a job offer and if an engineer then he may need to be licensed or his NOC is ineligible for a PNP program.

FYI - coming to Canada to study may not lead to PR given his age either.

So he and his spouse need to take IELTS and get ECA for their degrees. CRS is way too low and will knowing French even make a difference with draws? What PNP programs will given more points for French? He needs to commit the next year to learning the language.

Do you have any suggestions to improve the CSR score? I was thinking that if he gets a PNP nomination, he will gain the points to meets the CSR requirements

So he and his spouse need to take IELTS and get ECA for their degrees.
I will ask them to do take english test and get ECA for their degree asap.
For quebec: French may come handy.

I am PR candidate qualified for both FSW and CEC. Got an ITA while I was in Canada, submitted all the documents except PCC for which I only uploaded the empty form just to complete my application so that I can get an AOR because I was in a rush to travel to India. Now, IRCC emailed me asking for the PCC, so my question is can I file for PCC from inside India or I have to go back to Canada and then file for PCC?
