How to Avoid RQ? (PR to Canadian Citizenship) For h1b?

Guys,

I have a priority date of Sep 2012 for my green card (EB3) and currently porting to EB2 like million others...and there's no hope for a GC before Sep 2018 ==> i.e. MINIMUM 6 MORE YEARS !!! (My friend with March 2010 PD is STILL waiting for 5 years ===> so there is NO HOPE)

I am about to receive my PR under FSW program and heavily stressed about this RQ that's been slapped on Indians who had an american work-study-stay history.

1. Is there a way to avoid RQ once an H1b Candidate on a valid Canadian PR has lived in Canada for 3 years out of 5 to satisfy the bare minimum 1035 day requirement? People have said that you need to live for another 2 years to get canadian citizenship and any travel before OATH ceremony can TRIGGER RQ ===> So this means SURRENDERING your life to Canada for 3+2 = MINIMUM next 5 years?

2. How bad are the current canadian citizenship processing times? Does it have anything to do with what province you are applying it from? I saw people mentioned in forums that once an RQ is slapped on anyone, it takes 2-6 years to get canadian citizenship

3. How bad is the IT market for a Business Analyst/ Testing Guy or an IT Project Manager with no special technical expertise?

4. Consular Processing for GC (485 filing) seems the only feasible option but yes the employer has to agree for that to happen in 2019 ==> Any workarounds for this? Why and HOW will your employer AGREE for this? Typically, once you file 485 and get GC, you have the option of leaving that employer after 6 months. So let them eat commission on you for 6 months is the only incentive they might get on you here.

You using some terms i'm not familiar with.
So, I'll try to answer what I know.
1. the requirement is 1095, not 1035. these days an application may take way less than a year; so not sure in your math where the 3+2 comes from.
2. see above. Ontario seems the fastest
3. check workopolis
4. i'll leave this for others as i never heard of those acronyms you use.

like a general remark; you tent to use "how bad" as a start in your questions. If that "bad", stay where you are, don bother.

1. If you feel that living in canada is like surrendering your life then stay in usa and focus on your green card. After PR, assuming u don't leave the country for next 4 years, expect to be a citizen by 4.5 to 5 years from date of entry.

2. The current tracking sheet (see my signature) shows that out of 720 applicants, only 31 received RQ, which is 4%. Don't look at past cases, in future RQ cases should be processed within 1-2 years probably. In 2014, a few RQ cases have been processed in 8-10 months end to end, so it depends on case to case.

3. This is highly subjective depending on your skills. i would say that an IT project manager should make 70k in a village to 100-110k in the cities. Contract jobs pay much higher comparatively. I have seen job postings for IT project managers paying 100 per hour plus, but those guys are "skilled". If you are just an average guy then expect to be paid around 90k. 100 hour plus translates to 170k/yr after normalizing it to an annual figure with benefits etc.

4. 2019 is far away, you are thinking too far ahead. If u get laid off before 485, u need to restart the process again, though u'll maintain your PD.

If u leave Canadian PR then there is a risk that if your GC process doesn't work out as expected then u might end up back in India.

Bottomline is:

If you want to be free of this visa BS and quickly settle down then come to Canada. Salaries are okay here, do not compare it to bay area or manhattan, although some niche high paying roles do exist, but u need to be really really skilled for those.

Otherwise,
if you have US keeda in your gaand, which a lot of folks have, then it would be difficult to convince yourself. If you fall in this category then continue working until u get GC and then find "proper" employment where u can 'expect' to be paid at par with citizens. That number would be a bit higher than the canadian one but then u also get free healthcare and a lot of other social benefits so in the end u will see that it is not drastically different as it seems at first glance.

I would say,
if u are ambitious and the best in your field, stay in US and make 150k-200k. If you are average-above average then u can come here and make an okay living.

Thanks for your response, Only a fool will be greedy enough to lurk around for a Canadian Citizenship after obtaining an american green card, i don't see any sense or logic in that.

Dream16, you came here for an advise not to give other folks an advise.

Well if you are happy with your GC process in USA, then may be you should stick to that and not look at Canadian pr / citizenship as an alternate convenience.

it is people with your mindset (to leave Canada for USA again once you get the GC) that is making it miserable for the rest of the bunch who geniunely have a thing for Canada for various factors(free healthcare, less guns to name a few)

Again, good luck with your GC process and make yourself comfortable with asking any questions you may have about Canadian immigration.

kindly refrain from doing the comparison business of USA vs Canada.

Each of the above countries have its own pros and cons.

Your questions are pretty broad but I will try my best to answer :

1) This question is not clear to me before point 1 you mention that you are about to receive PR under FSW? My question first is are you already a PR? If you are how long have you been a PR for? Or is your PR application in process? This might help me better answer your query.

2) The citizenship processing times are starting to improve but everything honestly depends on region and a case by case basis. Things are still in limbo for people who applied in 2011, 2012 and 2013 a few are finally getting things moving while others are still waiting. From 2014 onwards so far in my opinion having read multiple threads and people's comments so far it vaires if everything is routine it takes about 8 months, if it falls in non-routine procedure (like you getting RQ'ed or receiving the new CIT0529 form it can take long, also factors depend on where your local processing office is.

3) Are you asking this as in canada general or do you have a particular place in mind like TO or Vancouver? I myself am an IT financial systems analyst in Toronto, the market is not the best but jobs are available it really narrows down to what province or city you are aiming it as based on a person's personal situation things can change, you will need to provide more details to answer this accurately.

4) I am not familiar with the GC process to comment on this.
