How to apply for child PR if both parents are outside of Canada

Hi there,
Both my husband and I are PR of Canada and while we were getting ready to move this year I got pregnant and due to my pregnancy being high risk I have decided to give birth here in the UAE.

My question is, is there anyway we can apply for our baby's PR from outside Canada or does one of us have to be in Canada?

Do you both meet RO? One person has to be in Canada to apply for PR. You can apply for a TRV for infant. If refused, you apply for a TRP. If approved, the infant can travel with you and then you can apply once in Canada. Because infant is not PR and will not be for some time then take out private health insurance until PR and can apply for provincial health care.

If TRP is also refused (reason may be if not meeting RO) then one parent needs to come to Canada and apply. That parent needs to remain in Canada during the process except for short visits.
