how to answer background declaration question 6.d when reapplying under FSWP?

I got a NER from CIC last year for not getting enough points, so my case never made it to VO.

I'm reapplying this year and I don't know how to answer question 6.d:
been refused refugee status, an immigrant or permanent resident visa (including a Certificat de sélection du Québec (CSQ) or application to the Provincial Nominee Program) or visitor or temporary resident visa, to Canada or any other country?


Should I answer yes or no?
