Ok so I'm reading online and everything is just so complicated to me... I don't know what the best steps for my situation... I should do inland or Outland or if we even qualify for Outland? Would we be able to live together in Canada (border city) while he maintains his job in the US and we wait for approval? Will he have to kee his current address and link to US while we wait?

- I'm Canadian Citizen currently pregnant and due in July
- American partner who is currently living by a border city in the US and plans to keep his job in the US since it is literally 5 min from Canadian/US border
- we are not married yet but plan on doing so in the next month at city hall in Canada and then we will have a proper wedding at a later date
- would like to move in together on the Canadian side of the border that is close to his work and current residence within the next three or four months

Once is he living in Canada, you can apply inland or outland. If he remains outside Canada, you'd only be able to apply outland. It's best you apply the outland route as it's generally quicker...especially for USA citizens...and especially since he's going to continue working in the USA and not need the Open Work Permit. I moved to Canada while on my Visitor Record status and commuted daily to my USA job for the first year of our app (we applied Inland). You'll want to be married before you apply, as to qualify for common-law you'd have to be living together for a minimum of 12 months.

Yes, aimed at Canadian sponsor / British PA's, but most of it is generic. It is all very scary and overwhelming when you first look at it, but unless you have complicated circumstances (criminal record, history of overstaying visas etc.) then you do NOT need an immigration consultant, you can do all of this yourself (I did). Just work through it all logically, calmly and methodically.

Apply outland. He doesn't need a US address to do this; he can list your Canadian address.

Note that he doesn't yet have the right to move to Canada. He will be coming as a visitor to see his spouse while his PR app processes. He should only have a few bags, like any regular visitor. If he hasn't yet got a NEXUS card, he should get one.
 
US citizens should only be applying for OUTLAND right now. It is taking about 6 months for approval, as opposed to the 12-16+ months for inland (the timeline is seeing slight improvement). there is no sense in waiting 4-5 months for an OWP as an inland applicant when you can be completely approved and landed in 6 months as outland.

Once you are married, you will qualify for Outland. The relationship qualifications are the same for both applications.

He should never be presenting himself at the border as someone wanting to "live in" or "moving to" canada, until he is approved as a PR. until then, he is ONLY A visitor and needs to act like one. The more he tries to cross the border, the more helpful it will be to be prepared with "proof of ties" to the us. This can be paychecks or a lease. He can work in the US and "visit" you as often as the CBSA agents allow him to. If he can work remotely for his US company while "visiting" you in canada, then there would not be any need for him to cross regularly, and he can stay there while his application processes.
