How should I apply, in light of previous refusal

HI,
I am going to get my Commercial Pilot License from a school in Caledon, ON. The school sent me an acceptance letter for Nov 1, 2014, via a courier service. Its a one year course. The requirement is Plus Two, though I have Undergraduate Degree (BSc Physics) from an Indian University. Doesnt require IELTS, i didnt do it either. I got the Medical License issued by Transport Canada. I have sent online application a month ago via online. I didnt include +2 or 10th certificate. All I uploaded was my consolidated statement from UG Degree, and TC. And an SOP. That application got refused under the following reason:
"your proposed studies are not reasonable in light of one or more of: your qualification, previous studies, employment, level of establishment, language abilities. or your future prospects and plans"

Should I apply online again or through the VFS office? Should I apply with +2 certificate too?

yes submit all the documents u have. n explain in ur SOP y u took up BSC in Physics before opting for piloting course. make it a point that ur sOP is strong. Submit good financial proofs as well.
BTW in how many days did u get reply via online application?

I'd really appreciate you helping me out here.
And Yes, I'm into the SOP. I'd explain errthing 'bout my education, and gaps. And I can explain why I took BSc Physics, as you have mentioned.

try to make ur SOP in Q A type as it is given on cic website. http://www.canadainternational.gc.ca/libya-libye/visas/forms_study-formulaires_etude.aspx?lang=eng#cn-cont

Type in Capital letter that U DO NOT INTEND TO RESIDE IN CANADA AND WILL COME BACK TO UR HOMELAND.
Submit as much as financial documents as u can.
