How often rules for Quebec Skilled worker Immigration Change?

Hi all

I am from India.I am planning to apply under Quebec Skilled worker Category NOC- 2174 next year.

I need to know

1. How often does the rules for Quebec changes?
2. From where can i see the latest rules ?
3. Is it like that , the professions, only which are in "HIGH" demand as shown on Quebec site can apply for Quebec immigration?
4. Once applied for the PR , how much time it takes for the complete process?

Is it like that , the professions, only which are in "HIGH" demand as shown on Quebec site can apply for Quebec immigration?there are also so many other area of training otherthan hihg demand 4. Once applied for the PR , how much time it takes for the complete process? it depends upone your occupation 6 months to 18 months. (you can share your share your occupation, job profile, years of study)
