How much time Visa Stamping in new Delhi, india takes for Open work permit?

I am curious how much time its taking these days? I have read answers ranging from 8 days to 45 days, can someone help? This will help us plan better

Just got PPR today from New Delhi Visa office for spouse open work permit. Shall we submit Passport in new delhi india or Dubai (wife is resident of dubai as well)?

This will help us make decision, please suggest
