You can't do landing in Toronto, you MUST do it where you first arrive in Canada so for you it will be in Montreal. If there is zero lineup you could finish the process in 10 minutes. If there are lots of people it could take well over 2 hours.
If you miss your connecting flight to Toronto due to an airplane delay from Paris, then you can be re-scheduled on later flight free of charge. However if you miss the connecting flight due to long wait to process your landing at immigration, this is your own fault so you will most likely have to pay to change your flight to Toronto (typically in the $100 range).
