The times for skilled worker is for applications under the old system. If you have already applied before February 27, 2008, these times apply to you. If you have applied after February 27, 2008 or have not applied yet, you will go under the new system. Immigration has promised that processing under the new system will be faster, at least for people in priority occupations. If you are not in a priority occupation, you might not be able to apply as a skilled worker under the new rules. The new rules should be posted soon.

If you speak French, you might be able to apply as a Quebec skilled worker.

You have to meet their criteria, one of which is that you speak French and you must intend to settle in Quebec although you are not required to live there forever.
