I know the minimum assets requirements for applying SDS, but I'm not sure it's safe. I also know it's better to ensure the money is enable to cover tuition and living expenses throughout the whole studying, but I have limited funds.

I'm planning to apply PhD, which requires to pay 3,000-4,000 tuition fees for each year, while there're several scholarships available for international students. Would $20,000CAD(including tuition fees payment and assets saved in bank account) be safe enough applying SDS?

If not, maybe I have to take sale of house into consideration. Would such action affect the success rate of SDS applying? It will be appreciate to get advised.
 
First-year tuition payment + gic is enough if your case is straightforward, meaning that your program is reasonable considering your age, education history, work experience, etc.
Also a solid SOP can improve your chance, if you have limited funds.
