How much longer after COPR!

We received Decision Made in ECAS, Pre-Arrival and COPR in PR Tracker on Feb 24th. How much longer does it take to get the PPR email for passport submission?

3 weeks here and no RFV letter, from all I've read it can take up to 2 months for an Outlander and takes just couple of days for Inlander.

Was your decision made and COPR number updated in the tracker 3 weeks ago? Or did you just get pre arrival 3 weeks ago?
