How much and how old must be funds for Visitor Visa

Dear Friends,
I am applying visitor visa for a friend's mother, whose visa has been refused twice (6 months ago and 13 years ago) with the reasons "not sufficient funds" and "Purpose of visit". Actually at that time she was being invited by her niece to attend a marriage (visa officer stated in her notes that this is not a compelling reason). Secondly the funds shown were $5000 which were in her son's account in the home country and were being deposited most recently (officer has shown this concern). The visit was of 3 months. No funds were shown by the host. Now my question is that we want to reapply her case. She has following strong points:

1) Her daughter will invite her to see her grandchildren (please note that her daughter and grandchildren are Citizens of Canada).
2) Her daughter has more than $25,000 in her Canadian account which are almost 4 months old. The daughter owns a home of 5 rooms. The family of her daughter is comprised of herself, her husband and 3 children.
3) The applicant is depositing CAD$ 18,000 (solely on the name of applicant) in her home country's bank account. But these funds are most recent.
4) Applicant will stay at her daughter's home while visit.
5) The length of the visit will be 1 month.
Please advise me that whether aforementioned points are sufficient for her to reapply the visitor visa.

For TRV, amke sure the following

1- Trip purpose is genuine.

2- Applicant will stay accordingly and show the officer that he will return

4- Applicant must have a stable job or dependent back homem thus making the application strong

Funds are important, but honestly speaking alot of funds dont add any positive....

Question is what do you think?
can she prove where did she get those funds?
can she prove these funds are not borrowed?
can she prove what happened in last six months that she suddenly got such an amount?
can she prove land, house, other income or a statement of finances from a chartered accountant?

the issue here is not only showing the funds but show the funds that belong to her and the proof that she has sufficient ties to her home country.
an undertaking from the sponsors saying that they will bear all expenses related to the visit and proof that they will be able to do so will help this case.
if they can show their income from previous years that meets the necessary income and proof that they have sufficient savings will further strengthen the case.
are they buying the plane ticket? or she is buying her ticket herself?
how much of this money is she bringing with her?

look at the case from immigration officer's point of view and you will succeed.
remember that penalty for misrepresentation does exist.

I want to tell you that she sold a property in India so she got money. She has a son his wife and a grandson in India living with her in same home. Moreover she owns some land. The sponsor in Canada (her daughter) is working in Canada and by showing her NOA of 2015 we can prove that the sponsor earned money by doing job. The sponsor will bear all her expenses. The return ticket will be bought before applying visa. Will this help to get visa for one month? She is coming in Canada to see her daughter and her grandchildren as she has not seen them for 2 years, indeed 3 years to grandchildren.
