Nothing to be confused about. It says "OR".

You would be exceeding the limit so you would have to declare them.

You can bring in something like 200 cigarettes (basically a carton), 200 g of tobacco or 50 cigars and ONE Litre alcoholic beverage. If you bring more than this amount you have to declare it.
You can bring up to 20 kg of cheese per person, but the value has to be equal or less than 20$.
