my course is starting on 31 august
when can i come to canada(manitoba)?

You can travel to Canada anytime you want to ,just remember you have to proof the officer enough founds to support your expenses during the time you will stay there

Not really, it is strongly advised to only travel by 30 days at the most before your program start date otherwise you may be refused entry at the border.
