from where did you get this number?
It was a random number. You asked a question on which only a person who works in CIC can give you an answer. And even if we would analyze data from all spreadsheets and trackitt.com we would still have to guess what is correct number.

CIC admitted 5.943 principal applicants in 2012.
source:
http://data.gc.ca/data/dataset/6a26595e-3b66-4591-b795-87702ed5d58e

If they refused %20 of the total applications they received (no source for this, just an assumption) it means they have received about 7.500 applications in total.

And if you divide it by 250(business days per year) it makes 30.

They received about 30 applications each day in 2012.

This is really important information. Thanks for bringing this. If we look this sheet carefully, number (639) in Q1 2013 is very less compare to Q1 2012 (1758) or other 2012 Qs. It means numer of PR granted (which in turns directly proportion to application received) by CIC has dropped significantly in 2013.
I thought after change in PR rule regarding Canadian experience (from min 2 years to 1 year now), CIC should be receiving more applications. But thats not the case.

Interesting thought, indeed. I actually thought the same way, that the amount of applications would increase significantly with
the new CEC rules in place.

This list have the number of PR granted and not the number of applications received. So having less number in 2013 Q1 means those applied under old rules only. People who applied under new rule(1 year exp) will start getting PR in 2013 Q4 or 2014 Q1, so nothing surprising in this data.

But Does the above figure indicates less PR's were granted in Q1-2013 compared to previous year?

Meaning Rate of rejection has increased significantly?

And hence result in tougher scruitney and checks?

Yes, thats true.
It's not possible that in Q1 2013 CIC has rejected more than 70% applications if we consider same number of application received as any quarter of 2012 (assuming 20% rejection in Q 2012).
