How long should we wait before re-applying ?

hi guys,

My parents applied for visit visa on feb 14th, and got the rejection today , they currently reside in qatar and my brother lives with them too. They applied for the visa without my brother in the application to show ties to countey of residence and also my father’s employment is very stable but the visa was still rejected based on country ties and employment . We are thinking to re apply only for my mom now , how long should we wait before re applying ?
