How long should I wait for my PGWP? It's been 8 months up untill now..

Just spotted here to share my situation.

I applied for my PGWP on May, 2015 right after graduation and still waiting for that.

I called twice CIC and wasn't that helpful... I made the second payment(open permit for $100) beginning of Sep, 2015 just so you know.

Please advise me so I take the next step plz..
