How long it'll take to issue a VISA to newborn after family got PR VISA

Hi All,
My sister and her family got a PR VISA and they have to land by September 2016. She's pregnant and expecting on Apr 2016. They'll have 5 months after baby born to get VISA for baby. Anyone knows what should be the process to apply VISA for newborn. Also what should be the best option for them in this situation?

The Baby gets citizenship once given birth in Canada. And it takes no time. approximately 4 - 8 weeks

What if my sister give birth in Palkistan ? Is it still 4 to 6 weeks ?
