Do the parents in Canada also have to be Canadian citizen for the child to be citizen?

if parents are not citizens of canada, does it take longer?

If the child is born in Canada then the child is a Canadian citizen even if parents are not.

it doesn't matter if parents are Canadians or not. the child is Canadian the moment he/she is born in Canada. processing times are as per the link below:

Once your child is born, you need to fill the hospital paperwork (declaration of birth) and mail it out to the appropriate government entity (In Quebec it's the Directeur de l'état civil) and apply for a birth certificate which should be mailed back to you within a period (It depends on the province, in Quebec it may take 10-20 business days.

Then, once you have that piece of paper, head to the nearest Passport Canada office and request the passport... Which will take anywhere between 24 hours and 10 business days.
