Although CIC isn't particularly and specifically clear on home country PCC after you have left it, I would get a fresh one just to be safe. I would safely assume CIC will expect a valid PCC from your country of citizenship.
Police reports, like work experience, are some of the most common reasons for rejections.
I don't know your particular case so, if you can't get a new one, write an LOE explaining that you didn't go back to India since your last PCC date.
