Application received April 6th, 2016. AOR April 28th. Nothing since.

43 days and no SA. I called them this morning and they sent an inquiry to Mississauga and said that they are still processing my application. The same day as the call I got correspondence from Mississauga acknowledging my CSE asking to have my Right of Permanent Residence fee added to my application. I got the generic reply that they added it. I don't get what's taking so long. I've sent everything I've needed to now to avoid having them ask for anything and it's still taking longer than the processing time.

My VO should be Ottawa.

Which paper applications can I link to my online account?

Starting April 9, 2016, you can get more detailed status and your mail online for some applications. You will need to have an account. You can link the following paper applications to your online account:
•Visitor visa
•Work permit
•Study permit
•Visitor record

Statuses for applications submitted on paper under the Canadian Experience Class, Federal Skilled Worker Program and the Federal Skilled trades program can already be checked online through your online account.

We will be adding new application types throughout the year:

May 26, 2016
•Family sponsorship (conjugal partner, common-law partner, spouse and dependent child) (Excluding applications to become a sponsor)

June 9, 2016
•Family sponsorship (other relatives, orphaned sibling, nephew, niece, grandchild, child to be adopted in Canada, child to be adopted by a permanent resident in Canada, parent and grandparent) (Excluding applications to become a sponsor)

This is very irrelevant to this post. I understand you are upset that your spouse's PR was refused but posting articles that are at least 1 year old won't change the fact that you have to either appeal or re-apply.

Do you know why they have recommended the interview?

Have you sent additional proof?
 
Since August 2014 but our lock in date is Oct 2014.
File was transfered to Vienna in Dec 2014.
Interview March 2015.
Submitted Arc in April 2015 and since then no movement.
According to GCMS notes my husband passed everything medicals, Interview, background check but still waiting for an officer to pick up the file and deal with the Arc
