how long does it take to have a feedback?

Hello,
I applied for the skilled immigration programme through quebec. I posted my documents to Austria because i live in Germany and the embassy in austria covers Germany. It is 3 weeks now since i sent my documents and no reply has been received even to confirm reception of documents. I wrote an email to them but still have no response up till now.
Does any one has anidea of how long it takes the skilled-immigration office of quebec to respond?

Normally it takes 30-40 Days for any response... I knew that because i also have been in switzerland and one my friend did applied from swiss to Austria.
