How long does buffalo office take to return incomplete application

but Can any one tell me from their experience, how long it takes for the buffalo office normally to return an
incomplete application.

I got mine back 3 weeks after I sent it!
I imagined it would sit in a pile for 6 months before anyone even opened it, but I guess they opened it straight away.

Because my application delivered on March 25, 2009 and on March 27, 2009 they created a File #

they got my application on 24 th March 2009 they reviewed it on 26th March and send it back to me as a incomplete application on the same date ,they were quick.

What about the incomplete application to CIO ? If i left one feid blank then will they consider my application incomplete. I have sent it to CIO, NS.
