How long does a PR Under C&H Grounds take?

Hey guys, Ill try to keep this as short as possible.

I lived in Canada when I was 12-15 years old and then came back when I was 18 for around 8 months., I got my PR when I was 13 but after 18 I lost it because i never returned to Canada, I was a minor when my mom got me out of Canada against my will, And when I came back I had no idea I could keep my PR, I now want to return and saw info about a PR under C&H Grounds, In a certain thread I saw here, There was this guy with pretty much a similar situation to mine saying he applied for an ETA and said he was a PR, He then sent a letter and all the required docs to explain his situation and he said he got a Permit to enter Canada to renew his PR right away (He said he got it in under a month).

Ive read other threads saying the process takes around 2 years, so from What I read this is what I understood :

1.You apply for an ETA, They then decide wether or not you can renew your current PR Status, If you are eligible you get your travel document right away, Fly to canada, Talk to an Immigration Officer or a Judge and then you renew your PR right away (Or in a couple weeks).

2.If you are not eligible for a C&H Renewal you can start a process but that process is the one that takes 2 years or so because you are doing everything from scratch.

Can anyone point me in the right direction? Am I right from what I understood or am I missing something here? Any input is very very appreciated.

Thank you.

1. He applied for a PRTD under H&C grounds - not an ETA. ETAs cannot be granted to people who are still PRs. You would have to renounce your PR status first before you could apply for an ETA. How old are you now? That's what will determine if the PRTD under H&C process is doable for you.
2. Applying for PR from scratch can take as little as six months. However you have to qualify just like anyone else. Having been a PR previously doesn't give you any advantages and you have to meet the requirements of one of Canada's immigration programs and apply just like anyone else: http://www.cic.gc.ca/english/immigrate/apply.asp

Looks like you're 27. If so, the PRTD under H&C grounds isn't an option. You are far far too old.

To keep your existing PR status, you would have to travel to the US and enter Canada via a land border without being reported for failing to meet the residency requirement. Once you do that, you'll need to live in Canada for two years straight without leaving before you can apply for a new PR card.

Otherwise you'll need to formally renounce your PR status and apply again from scratch (assuming you qualify under one of the current programs).

I had the chance to talk to an Immigration Attorney in a Canadian Congress we had here in my country, He let me talk to him for 5 minutes only, He told me H&C was an option because I was a minor when we left and Because my grandma just passed away, Are you 100% sure its not an option for me? If you are then I shouldnt waste my time...

It's not an option. We see tons of these cases on the forum. The ones that are approved are in their late teens or very very early twenties. Once you're above 22 - forget it. The argument is that you have to take advantage of this as soon as you're an adult. You've waited too long.

So the fact that I came back because my grandma was sick and she just passed away does not help me at all? I thought I saw a thread of someone saying that he had to take care of his mother and he waas elegible, I might be wrong tho...

That could make a case for you.

Are you the only living family member in your home country? You need to be able to demonstrate why you had to stay back. If there are no other family members - you have a case. If there are other family members that could have taken care of her - then you most likely don't.
