Hi guys I got my PR on March 25th 2017. I have been here since December 2012 as student then on work permit before I became immigrant.
My question is how long before I can apply for citizenship?
Some say stay before immigration is accounted and I don't have to wait for 3 years to be eligible for passport
Help me out here

Under the current rules time before PR is not counted. Also, you need four years of residency in Canada.

So assuming you don't leave Canada in the next four years, you would qualify in March 2021.

If I want to sponsor my parents and younger brother, Can I do it now or Do I have to wait for citizenship?
 
You don't have to wait for citizenship to sponsor them. You can sponsor them as a PR.

However you do have to meet the income requirements and also need to enter the lottery and be selected before you can sponsor them. If you want to enter the lottery in 2018, you'll need to meet the income requirements for 2016, 2015 and 2014 for four people to qualify to sponsor.

You have to be minimum 2 years permanent resident before sponsoring parents. This requirement is not there for spousal sponsor. Also there is an age limit for sibling sponsor. The sibling cannot be over 19 years at the time application to be considered as a dependent on Parent sponsor.

Where are you getting that you need to be 2 years of PR to qualify to sponsor parents. There are no minimum number of years as PR to qualify. A PR can qualify to sponsor the following January (pgp opens) after landing if he/she meets 3 year income requirement.

A PR who landed in December 2016 can qualify to sponsor his/her parents in January 2017 so long as he/she meet 3 year income requirements for 2013, 2014, and 2015.
