Security screening is a process by which the name of a security clearance applicant is verified against CSIS databases to determine whether the applicant is mentioned in relation to threat-related activities. You are discussing 2 different processes. Security background check is for Immigration where CSIS checks out the organizations and possible associations that you may have. The security screen in for (mostly) Federal Gov't employees and is set at level required for the job the person is applying for. You missed out 2 levels of Security screening, Basic and Enhanced.
