Time varies according to local office and how many "thousands" of applications they are processing when they received yours.

Fredericton, New Brusnwick, is my local office
Strange : a friend and colleague of work applied same day as me (single application) and had his test this week
For me (family applciation), I still have not received invitation (I called CIC and they say everything is fine in the file, no request of further documentation, fingerprints or RQ)
I wonder what the officer at local office is waiting for

The call centre will tell you it is supposed to be within 9 months of the file being sent to the local office, but this probably isn't accurate in many cases. The truth is nobody knows.
Ask the call centre and if you haven't had the test by the time they tell you, call them back, send a letter to the local office and to your MP complaining that you were given misleading information and would like to know when you can expect the test.

Don't take any course of action. Your file is still under the allowed timeline.
Since you have a family application it may take a little longer for CIC to go over all the information you provided.
I think you will get a test date within the next 4 weeks or so.

In my case it was five months, my file was transferred to Montreal in November, I got the RQ and sent it back to the Montreal office and got date for the test on March 18...things seem to be going pretty fast since the entire process took 15 months instead of 36
