According to annual report 2008 , 53000 entered as immigrant till june 2008. Finally in 2008 total 103000 person as immigrant. My confusion is, in 2008 maximum CIC office stoped processing due to new law implementation. So how rest 50000 can be immigrant within last six months time.
Pls share comments.

You are correct is saying that CIC stoped processing application received on and after Feb 27. But CIC continued processing application file received prior to Feb 27

what you guys saying? CIC stopped processing? even if we send application, they wont process for FSW? is it true?

What happened was that on February 27th, 2008, CIC announced (but very quietly) that they were changing the rules for FSW and that all applications since then were going under the new rules. After that, they waited for the new rules until November 28, 2008. During this time, they had a stack of applications come in but they were not processing them because they were waiting for new rules. Maybe they were processing the big back log instead, who knows. Anyway, since November 28, they are processing again so if you want to apply for FSW, you can.
