How does cic restrict no of immigrants?

Under stand each year minister determines no of immigrants under fsw category. Say 240000 this year for example. There may be million applications in process both current & backlog. Various stages & all over the world. Under this situation how cic can restrict no of immigrants? & On what basis?

They know how many visas have been issued, once an office reaches it's quota, then it stops processing.
