How do I read these GCMS notes?

Hi there,

I have received my wife's GCMS notes.
From what I can see thing are okay, her medical was good and I see the phrase "Eligibility: Recommend Passed" in some places but honestly I am not confident I am reading these notes correctly.
Basically, I can see the progression of things, where they asked for stuff, where we replied, the updates I sent them via email, etc.
But overall, I am having trouble definitively finding the information which would be my wife's current status, particularly whether the phrase above means she is on her way to getting her PR or if that's something else or what.

Can anyone clarify what the important sections of the GCMS notes are, what to look for?

The most important information is the eligibility selection which as you stated is recommended as passed. Usually, recommend pass means that the VO has made a positive selection about you but due to some internal flags or processes deferred the final decision to other senior officer and/or supervisor. It is very unlikely it will be negative outcome from this point, but it may take some more extra time before things will move into decision made status. Anyhow, as I said you have nothing to worry about, just sit tight and wait, you are almost there.

I saw two 'not started' sections and I see several offices listed like Manilla, Mississauga, etc. However, we are (supposedly) being processed at Ottawa.
Specifically it says waiting on 1) security and 2) criminal but that the medical has been passed.

I guess as you say it's a matter of waiting.

Can anyone confirm that when it says 'Eligibility: Recommended Passed" that this means basically we can start applying for OHIP?
Is this the step where inland applicants receive a letter but outland do not receive a letter?

GCMS notes need a lot of time to decipher. The easiest way (I have found) to understand them is to begin from the bottom, as it appears (mine at least) to be in ascending order. Scroll to the bottom for the "notes" - these usually have the officer's comments and would be a good indication of what the officer thinks.
As for your question about OHIP, I do not know. Perhaps others could help.

The notes must be read from the bottom up numerically to see the updates and notes in order.
Item 1 will always be the newest, Item 17 would actually be the oldest.

After re-reading it like this, I can see we are only waiting on Criminality and Security.
To guess, I believe the reason for this slow-down is due to CSIS, as they handle all background checks for everyone in the country if I'm not mistaken.
I know they are also very slow at processing Canadian Armed Forces applicant background checks.

Seems like we are just perhaps waiting for CSIS to do the security and then we are okay.

The Coding Kit, is the official list of codes used by CIC in the processing of CAIPS/GCMS files.

The notes entered in the CAIPS/GCMS system by an Immigration officer are in English (may be in French for Quebec immigrants), easy to understand and provide very useful information. However some of the codes used within the CAIPS/GCMS file may be difficult to interpret.

The Coding Kit provides assistance in the interpretation of the file in these circumstances.

Can you please help me understand my notes---

there are 3 parts in the notes section divided below at the bottom.

I have 2 questions.

1. what is the order.. I dont understand. (1. it says REVIEW REQUIRED job in 2018 2. its says refers to job duties verified 3. again says REVIEW REQUIRED for CEC work 6 months of 1 year)

2. Why in the first section they say only 411 verified out of 451 (they have not mentioned my IELTS score points and indian degree(ECA) points- all docs were attach... GCMS says R10 OK)
