No idea about "uae exhange" but you can use one of the following ways to pay your fee:

• wire transfer
• Via call by providing Credit Card credentials

You will have to contact the college on details for how to wire transfer. You will need the bank account information were you have to transfer the money.

Have you asked the UAE exchange how you can pay your fees? I am sure they will guide you a little.
