Assume that is the reason you were locked out of your account. You may have received payments that you were not entitled to because Canada believed you were still in Canada so in many ways it was good you closed your account when you left but also may have created problems because you would have likely had to file Canadian taxes while abroad for the last tax year your were in Canada.
