As for the H&C route for the OP's situation, sure there are other factors to consider. The OP says she has siblings living in Florida. So that factor would hurt the mother's chances of getting a H&C application to stay in Canada since she could have easily have stayed with one of them in Florida in her OWN country. Remember the H&C focuses on the applicant, the grandmother.
I do believe that the interest of the child is a big factor but I think it is usually reserved when it involves the child's immediate family. For example one of the child's parents was applying through H&C route. The grandmother is not the child's immediate family. It is not the same as child's parent's life is at risk if deported. The OP's child has no risk of being orphaned because grandmother can't stay in Canada. You can't compare.
