Well my application was processed in Ottawa although i have never been to Canada and have no connections to it. According to my citizenship it should have been Vienna, and according to my husband's citizenship and our current residence it should have been New Delhi. So the assignment can be random at times, depending on the workload of each VO and complexities of your application. The only way to find out is to order GCMS and see what your primary office is.

NVDO is constantly overloaded. Why werent you put under Vienna is a bit mistery (maybe they are overloaded as well). Ottawa is central and also you have no previous connections that is where you want to immigrate. Just a curiosity question - does you husband has any previous history with Canada?
 
No, neither of us have any previous connections to Canada. I did have a complex security screening which might have had something to do with Ottawa keeping my application. No idea.

That might explain it. If you or your husband had some government / army / certain groups history, they might needed additional screening and they decided to transfer it to Ottawa in order to do that.

That might be where mine goes thrn. Although I worked for the UK government, you'd hope the London office would be best qualified for that!
 
This seems like a silly question but do they have Canadians in all these Visa Offices outside of Canada (including Delhi) to do this work for them? I ask because I thought they were closing many of the VOs.

From what I know (valid for many countries), they do have their citizens there in most of the positions (specially those where they have access to sensitive information). There are others (like basic security or reception maybe) where they can hire local citizens. Other than that they can have contact or good connections to some local agencies.

Some of the VO do not normally deal with PR request (temporary only).

Okay, thank you. I hope whatever's the case with my application, it is processed within 6 months :(
