For the BC PNP Int'l Graduate Stream, having a profile score of 105 or above guarantees an Invitation to Apply (ITA). If I have a current score of 79, how competitive is that?

I heard that some applicants were still able to invited to apply even though they had low scores. So maybe the BC PNP staff have discretion in making their final choices? Should I also consider the CEC as an alternative option to gain PR?

Never heard that, all invitations based on score.
If you meet CEC requirments, you can have a try.
