How come I got Reference Number and rejection in same email?

I got an Email from CIC yesterday and i soon as i opened it, i saw a reference Number Bxxxxxxxxx
for a second i thought i passed until i read the rest of the email and realized that although the duties mentioned matched our NOC code, it is insufficient.

I checked E-cas and the file number is working, how is that possible? and how come they didn't send my file back?
Does this mean the file is still under consideration and should i send a new one referencing the file number or what?

When you check the status online what does it say

How does the mail conclude? Do they mention refusal/rejection or anything on what step to take now?

You have indicated that you have work experience in an occupation with the following NOC code: 1111- Terminal Accountant, Cost Accountant, Junior Accountant. Although this NOC code corresponds to the occupations specified in the instructions identified by the Minister of Citizenship, Immigration and Multiculturalism and published in the Canada Gazette on 28 November 2008, the main duties that you have listed do not indicate that you performed a substantial number of the main duties of the occupation as set out in the occupational description of the NOC, including all of the essential duties. As such, I am not satisfied that your experience corresponds to NOC 1111- Financial Auditors and Accountants.

For the reasons outlined above, your application does not meet the requirements of the Ministerial Instructions and your application is not eligible for processing.

I know its a refusal but why send me a reference number? Its just confusing me!

It's difficult to respond to your queries without seeing the content of the letter.

Could you post the content of this letter? It will help us understand what they are communicating and who knows .... somebody may be able to help you with one suggestion or the other

Sorry to say so, adam, but it's a clear refusal. I believe that they put a file number for all files they receive. That's the norm.

You can elaborate on your job responsibilities (assuming you have enough relevant experience) and re-apply. They're very strict these days and it's your duty to convince them that you have the required experience in the preferred NOC. If you can post the description you gave in the application, maybe other successful applicants in the same NOC can help you.

unfortunately i can not reveal exactly what we wrote cause it might reveal where my husband works!
