Can some one please make me understand that how CIC is going to achieve its target?
I was looking into the recent post on CanadaVisa.

which cleared that CIC issued 27,164 ITA in 2016. On the other hand, it is also true that the immigration quota for economic class for 2016 was 160,600, which was divided as below.

Federal Economic—Business Footnote 3 500 900 800

These numbers are much more than the number of ITA's being issued. Even if we only talk about Federal Economic class, it is far away from the quota allocated
I am in dilemma that does CIC really care about the quota or they they just do what ever they want to?
