How certify a true copy,saudi visa copy

I am presently living and working in kingdom of saudi arabia.I am trying to migrate canada(Quebec) for skilled worker catogery. How to sertify a true copy,saudi visa copy,in saudi? I can certify in india through notary advacote, it is possible or not? it will effect my migration process.please advise me.

In Canada:
•a commissioner of oaths
•a notary public
•a justice of the peace
Outside Canada:
•a judge
•a magistrate
•a notary public
•an officer of a court of justice
•a commissioner authorized to administer oaths in the country in which the person is living

Family members may not certify copies of your documents.

I am also working in Riyadh Saudi Arabia, I tried and went to philippines embassy to have my photocopy of saudi visa notarized but they refused. Where should I notarized or certify the photocopy of my saudi visa? I don't think there is any notary public here.
