how can we pay the Right of Permanent Residence Fee????????

I recently received a email given by CIC, asking me to pay the Right of Permanent Residence Fee (RPRF) on line, I followed their directions and received a PDF receipt.
What makes me confused is the next step: according to CIC's advices, For fastest service, please attach it to an email and send it to the address CPPO-Cost-Recovery@cic.gc.ca. But in the receipt, there is a form that we have to download and fill up the informations on hands. The CIC also says in the receipt: Please print this receipt and attach a copy of the receipt to your application. Your case processing centre will only accept a printout of the official receipt as proof of payment. Thank you.
This seems to be contradict with the previous advice.
Shall I need to pay on line or send them a paper copy? please those who have already recently experienced this step give me some opinions.

Print the form, fill it out, then scan it and then e-mail it to the address they provided. Include the e-mail they sent you (and keep the cc to that e-mail address so your visa officer knows you've e-mailed the receipt and can follow up). Mail processing at CPP-O can take a couple months so e-mail will be much faster.

thank you very much and your point is very useful for me. by the way , what do you mean about the "CC" referring in your letter? And in your opinion, since we payed the lantding fees, normally, how long we will have to wait until we receive the immigration visa? I'm in Montreal now.

cc is carbon copy, so send a copy of the email to the original email address too.

If they ask for the landing fees, you should be close to the finish line.

I too received the same email format for Payment of RPRF, and as i followed the link and added my debit card information it said transaction unsuccessful.
Anyone has any idea if its coz of debit card? As i went through the Website it says credit card. I am paying through US bank issued visa debit card, and usually it can also be used as credit payment. I don't want to use credit card as the credit card company might put hold on large credit amount transferred internationally.
Please forum members with some idea about such transaction share your ideas..

Call your bank. They may be denying payment since it is an unusual expense for your account. If not, try using the credit credit. Unlike debit cards, credit cards usually hold only the transaction amount.

1. CIC doesn't accept debit cards.
2. Check the VO where your application is being processed, most only accept demand drafts not online payments for RPRF.

This is what I did last Friday:

Mail to OttPilot-Immigration

Dear Sir/Madam,

As requested on November 15, 2013 I’ve attached the bio data form and paid for my Right of Permanent Residence Fee.
The receipt for payment is attached to this email and has also been sent to: CPPO-Cost-Recovery@cic.gc.ca as mentioned in the email.

The bio data form is on page 2 of the attached document.

I've already gotten the official reply today and they said like this:
It is only required for you to send the RPRF receipt (empty or filled in) to CPPO-Cost-Recovery@cic.gc.ca.
