In certain circumstances, CIC can waive the passport requirement for PR processing (and thus, presumably, landing). Take a look at section 16.9 of http://www.cic.gc.ca/english/resources/manuals/ip/ip05-eng.pdf and at section 10.4 of http://www.cic.gc.ca/english/resources/manuals/pp/pp04-eng.pdf.

You could also look into getting a refugee travel document or certificate of identity for her (see http://www.ppt.gc.ca/pptc/documents.aspx) if you want her to travel to see her Mom.

Your spouse may get the PR as OhCanadiana mentioned. However, that does not mean your spouse can enter (presumably) Iran to meet her mom. Iran would still require your spouse to carry a passport when she visits Iran. If that is not possible, your spouse would have to wait at least 3-4 years to get Canadian Citizenship and thus be eligible for Canadian passport.

Wish you both, all the best.

Here are some links that could help you:

You cannot apply for Canadian passport until your wife's Refugee Application is approved. Once approved, you will get a PR and will have to wait for 3-4 years to apply for passport. Till then, your wife cannot visit Iran. Even, if she get Canadian passport, Iran will not give her a visa, as she has left Iran without permission. Many countries will not give visa or permission to visit their homeland, if they have left their country and claimed Refugee status in another country. Only way, she can meet her mother, is by getting PR and then apply to Canadian authories to 'Re-uniting families'.
Many people from Rwanda have done that. In the 80's, people from India have also done that.

@rmaleshri @Kayvanblue Heyy,

My brother is Iran and is looking to seek asylum in Canada by moving out to Turkey or Armenia.

It's quite unsafe there and he can't go to school.

Can I know what the procedure is to apply to become a refugee from Iran or Armenia? And what difficulties, if any, did you experience?

This has nothing to do with inland sponsorship and the post is 11 years old. Don’t multi-post the same question.
