How can the passport be sent from india

Hi All

I have been requested for the passports for myself and my wife in london for the permanent immigration.My wife is in india and her visa has been refused 2 times and also she made an appeal which was turned down.She tried to send her passport by courier but was returned back?How can she send her passport?I,m in big problem please help?

Unfortunately, it can't. It has to be hand-carried by someone traveling.
