My husband applied for his PGWP from outside Canada in December 2020 and he is still waiting for the same. I flew to Canada on my study permit recently. What are his options to get reunited with me in Canada?

Does he have a valid TRV?
 
No. He has completed his biometrics and medical. He is waiting for the passport stamp request.

If he doesn't hold a valid visa for travel, then he will unfortunately need to wait for the approval and passport stamp.

He could apply for a spousal open work permit. However I'm not sure I see the point in doing this if he has already applied for a PGWP.

I don't think there will be any impact. He can apply.

He will have to show strong ties back to his home country if he is applying for a TRV, wouldn't he? Will his PGWP application be any reason for rejection? As then, they can question his intent of traveling back to his home country.
