Does he have a valid TRV?
No. He has completed his biometrics and medical. He is waiting for the passport stamp request.Does he have a valid TRV?

If he doesn't hold a valid visa for travel, then he will unfortunately need to wait for the approval and passport stamp.
He could apply for a spousal open work permit. However I'm not sure I see the point in doing this if he has already applied for a PGWP.

I don't think there will be any impact. He can apply.
He will have to show strong ties back to his home country if he is applying for a TRV, wouldn't he? Will his PGWP application be any reason for rejection? As then, they can question his intent of traveling back to his home country.I don't think there will be any impact. He can apply.
