How can my boyfriend gain permanent residency in Canada Quebec , if he marries me on a tourist ETA

Hi, so the title was pretty clear but i will explain further,
My boyfriend is 19, lives in Australia QLD, and will be comming to visit me in February 2019, he intends to marry me, and wishes to then gain his permanent residency so that he can permanently stay with me after

Does anyone know how all this can be done?
What governemnt i must be in contact with to make this happen?
The requirements?
How long it will take?
Will Canada/Quebec let him in, inin t first place if he doesnt have a returning to Australia plane ticket?
What steps must be followed?
