Hi I'd like to help my Filipina gf come here and be with me, to have a better life and help her family, is it very hard to bring her here, what's the best option a tourist visa? I've known her for a year now and have travelled around Philippines together for 5 months, so we have pictures and chat history records, I make about 30k and have 20k in the bank to show I can support her, she doesn't have any money or income, she's a freelance model and can show her professional pics and portfolio, but any money she makes she gives all to her poor family. I've asked 2 agencies but I'm very confused why this global visas agency wants 1500cnd dollars and says with our records we have a good chance at getting a tourist visa, are they just a rip off agency? And this other one pan pacific agency says only 100 but its not a good chance at getting approved? Are these agencies only doing exactly what I would do myself and submit the applications or am I paying for?

What is your status in Canada - are you on a work permit, permanent residence status or a citizen?

Depending on that, you get the basic idea on how to process her documents.

I am born and raised here citizen, is thee a good chance she could get a student visa, should we start with a tourist visa first then apply for a student or work visa once she's here? What's up with these expensive agencies, are they worth it
 
There is an extremely low chance she will be approved for a tourist visa (TRV). To be approved for a tourist visa, she must demonstrate that she has strong ties to her home country (job, assets, property) and has no plans to remain in Canada long term. Given her age and status, it's pretty much a guarantee she will be refused.

She will need to apply for a student visa from outside of Canada. Once again, to be approved for a student visa, she will need to demonstrate that she is a genuine student and has no plans on remaining in Canada long term. The first step to a student visa is being accepted by a school. Do not pick a language program. Pick a college diploma or preferably, a university program. Whatever program she picks must make sense in light of her past education and experience. Foreign students pay substantially higher fees to attend school in Canada and she will have to demonstrate that she has enough money in the bank to pay for her education. This effectively means that she will need to show a bank balance of $25K to $30K to be approved for a student visa.

To qualify for a work visa, she will first need to find an employer in Canada who is willing to hire her. That employer will then have to obtain an approved Labour Market Opinion. To obtain an approved LMO, the employer will have to prove that they advertised the job and were unable to find a Canadian to hire for the role. If the LMO is approved (not all are), you can then apply for a work permit. Assume it will be impossible to obtain an LMO for any job related to modeling.

If you are serious about this relationship, then I think the best option is for you to go over there and get married and then sponsor her as your spouse.
 
That's sad it's so hard, I have many Filipino friends I would love to help better their lives, how would I go about setting up an agency to help them find work here like home care ect?
 
There's no lack of agencies.

FYI - Home care (live in care provider - LCP) isn't a very good option anymore. I believe it's now taking 18-24 months to process LCP applications from the Philippines.
