Do you have family that lives in one of the rural cities? Without a connection to one of these cities your chances are relatively low. You can certainly apply to the posted jobs available but the employers are looking for longterm residents and without some connection to the area and a history of living in a rural area there will always be concern that people will arrive and move to a larger city.
But the criteria did not say you must have connections. It stated clearly that you must have a job offer.

If you look at many of the cities RNIP pages they state that they are looking for candidates who have connections to the area. The cities are looking for longterm resident and know many think this will be a way to get PR and then people will relocate. Man6 of the jobs are low or semi-skilled. Would suggest looking at every city RNIP website.
